The “Implementation Blueprint” is a guiding framework that helps districts and states build local capacity for high-fidelity, sustainable MTSS. At the heart of this framework is the Leadership Team, which is comprised of individuals who have the authority to make fiscal, policy, and resource allocation decisions. There are two main directions of work for this team.

The executive functions “make way for the work.” They include partner engagement, funding and alignment, policy, and workforce capacity.

The implementation functions of this team include the coordination and oversight of training, coaching, and evaluation. The local implementation demonstrations are the school sites or facilities that are the direct recipients of the coaching, training, and evaluation activities. Each one of the nine elements represented on the blueprint is essential to coherent and durable systems implementation. Each year, leadership teams evaluation their MTSS implementation of these components directly utilizing the District Systems Fidelity Inventory (DSFI). And those data are used for longitudinal action planning.

The MTSS leadership snapshot provides a quick overview of each function’s evolution over time. As new innovations integrate with or align with MTSS over time, the process of advancing each area is iterative.

Nevada MTSS actively partners with 14 of our 17 County School Districts to provide direct coaching, training, and evaluation support. A key structure in stewarding this work is the co-facilitation of District Leadership Teams with executive cabinets from Local Education Agencies. Last fiscal year, we facilitated 58 MTSS DLTs, and when surveyed by an external evaluator, over 75% of DLT members indicated that the MTSS initiative had a moderate to significant impact on core operational areas, with an exceptional 93% reporting a significant impact on their use of evidence-based practices within schools.

DCLTs are co-facilitated by Kaci Fleetwood (State MTSS Coordinator) and a local member of the executive cabinet (Superintendent, Deputy, or Director). As executive leads, they collaborate on the development of the implementation and evaluation plans for MTSS in the local community through the venue of the District-Community Leadership Team.
